The Holy Qur’an, as a treasury rich with irrefutable propositions, succeeded in transforming one of the most backward societies into the most advanced human civilization through the reformation of foundational worldviews. Therefore, examining the cognitive factors of political development from the perspective of the Holy Qur’an is an undeniable necessity in the path of Islamic civilization-building.

The central question of this research is: What are the cognitive factors influencing the realization of political development according to the Holy Qur’an? The aim of this study is to identify and analyze these factors within the framework of the Qur’anic growth-oriented system.

This research adopts a fundamental-developmental approach and utilizes the method of istintāq (textual interrogation) along with descriptive and analytical analysis of Qur’anic data.

Findings indicate that the Holy Qur’an considers the reform of societal attitudes and beliefs a prerequisite for establishing a desirable political order. Based on this, theoretical and practical acceptance of divine sovereignty, reasoning integrated with faith, and acquisition of insight in the light of divine teachings are among the most significant cognitive factors of political development in the Qur’anic view.

Accordingly, the Qur’an does not regard political development as merely the result of material factors; rather, it grounds it in the growth of intellect, faith, and acceptance of divine sovereignty on Earth.
