How to reach the desired state of political culture based on identity from the viewpoint of the Supreme Leader is the main issue of the present article. Therefore, we face the following question: How can the aforementioned state be achieved? It is assumed that based on religious identity, the necessary framework for reaching the desired state can be achieved. Presenting a practical form based on different solutions in the four dimensions of justice, progress, independence, and freedom are the goals of the authors. To reach this goal, first the present state of political culture is considered, then the desired state of political culture is touched upon and finally, the ways to pass the existing state to the desired one based on the role of Iranian-Islamic identity are investigated. Among the findings, it can be mentioned that the nature of political-Islamic-Iranian culture, despite having many shortcomings, enjoys enough identity for actualizing the Islamic civilization; because it can discover the origin, goal, and philosophy of the creation of human beings, provide answers for it and the five stages of reaching the Islamic civilization can be passed by it.
