Power is one of the fundamental goals of political parties, and it seems impossible to separate power from parties; however, the position of partisanship in the process of gaining power between the Islamic and secular systems is fundamentally different. For this reason, the present study aims to compare the position of partisanship in the Islamic and secular systems using a comparative method, and analyze the similarities and differences between the two in terms of structure, goals, and the process of competition. The findings of the study indicate that although attention to parties, emphasis on a common ideology, and the exercise and implementation of power are among their common aspects, the power of parties in the Islamic system, unlike the secular system, has no intrinsic value; therefore, in the process of gaining power and competition, they do not adhere to any method, and the goals of servitude, human development, and public interests set aside party interests. If democracy is the foundation of secular parties, at the same time, religious democracy and the system of guardianship of the jurist increase the strength of the party in the Islamic system, and the party finds meaning under the umbrella of guardianship of the jurist.
