The expansion of social networks and transformations in the media landscape have turned contemporary politics into an arena of narrative warfare, in which narratives play a decisive role in shaping public opinion, social trust, and political legitimacy. Within this context, the first narrative, as the initial official engagement of the political system with critical events, occupies a privileged position and, due to its temporal and perceptual precedence, bears the greatest ethical responsibility. The main objective of this study is to elucidate the ethical requirements of the first narrative within the framework of political governance in narrative warfare, with particular emphasis on the statements of the Supreme Leader of the Islamic Revolution. The research adopts a descriptive–analytical method, relying on documentary analysis and conceptual examination of the Leader’s statements alongside relevant scholarly literature. The findings indicate that the first narrative constitutes an ethical–governance act grounded in five core ethical requirements: active truthfulness, conscious caution, responsible courage, safeguarding public trust, and continuous accountability. These requirements move the first narrative beyond a purely propagandistic logic and elevate it into a trust-building, correctable, and legitimacy-generating process within Islamic political governance.
