Public opinion, within the system of Islamic governance, holds a distinctive position as a form of social capital in shaping the political dynamism of Islamic society. This study employs a descriptive–analytical method and an inductive approach to the statements of Martyr Ayatollah Khamenei (RA) to identify and analyze the strategies for the Islamic Government's interaction with public opinion. The findings indicate that, unlike the dominant Western model, which is based on perception management and the control of public opinion, the discourse of Islamic governance places greater emphasis on such components as mutual understanding, persuasion, and alignment with public opinion. In this regard, the strategies inferred from the statements of Martyr Ayatollah Khamenei (RA) for better interaction with public opinion can be classified into four main categories. 1) The systematic structuring of governmental institutions, with priority given to accountability, transparency, and the establishment of oversight mechanisms, is regarded as the first step in this direction. 2) Media discourse engineering, 3) the restoration of social capital, and 4) the recognition of the enemy’s methods of diverting public opinion are other fundamental strategies. By adhering to and properly implementing these strategies, the ground can be laid for strengthening and further enhancing interaction with public opinion.
